Deploy Oracle Analytics Server 2026 for Oracle Enterprise Manager 13.5 on Windows Server 2025

Introduction

Beginning on Oracle Enterprise Manager Cloud Control 13c Release 5, embedded BI Publisher reporting functionality is no longer available from Enterprise Manager Console.

So, if you want to use BI Publisher reporting functionality, you will deploy a standalone Database Instance for Oracle Analytics Server (OAS).

Standard Topology

This topology represents a standard WebLogic Server domain that contains an Administration Server and a cluster that contains a Managed Server.

The standard installation topology typically includes common elements.

The below table describes all elements of the topology illustration:

 

 

Element

Description

APPHOST

A standard term used to refer to the machine that hosts the application tier.

DBHOST

A standard term used to refer to the machine that hosts the database.

WebLogic Domain

A logically related group of Java components (in this case, the Administration Server, Managed Servers, and other related software components) and non-Java components.

Administration Server

Central control entity of a WebLogic domain. It maintains configuration objects for that domain and distributes configuration changes to Managed Servers.

Enterprise Manager

The Oracle Enterprise Manager Fusion Middleware Control is a primary tool used to manage a domain.

Cluster

A collection of multiple WebLogic Server instances running simultaneously and working together.

Machine

A logical representation of the computer that hosts one or more WebLogic Server instances (servers). Machines are also the logical glue between the Managed Servers and the Node Manager. In order to start or stop the Managed Servers using the Node Manager, associate the Managed Servers with a machine.

Managed Server

A host for your applications, application components, web services, and their associated resources.

Infrastructure

A collection of services that include the following:

  • Metadata repository (MDS) contains the metadata for Oracle Fusion Middleware components, such as the Oracle Application Developer Framework.
  • Oracle Application Developer Framework (Oracle ADF).
  • Oracle Web Services Manager (OWSM).

 

 

Environment

In this article, we will install and configure OAS on Windows Server on Azure with the below specifications:

Virtual Machine:

  • OS: Windows Server 2025 Datacenter – 64 Bits
  • Memory: 64GB
  • Host Name: 

Java:

  • JAVA_HOME: C:\Java\ jdk-17.0.19\bin

Database:

  • Database: Oracle Enterprise 19c
  • PDB: PDBOAS01
  • Listener Port: 1521

Middleware:

  • Binaries Location: E:\oracle\Middleware
  • Fusion Middleware: 14.1.2.0.0
  • Analytics Server: 2026
  • ORACLE_HOME: E:\oracle\Middleware
  • Domains Directory: E:\oracle\Middleware\user_projects\domains
  • Domain Name: bi
  • BI_PRODUCT_HOME: E:\oracle\Middleware\bi\
  • Weblogic password: **********

 

Oracle Enterprise Manager:

  • OEM Repository: POEMRAPP

 

Download Software

To deploy OAS 2026 on Windows, we need the below binaries:

-   Java Developers Kit 17

-   Oracle WebLogic Server 14c (14.1.2.0) Generic - Download the file "Fusion Middleware Infrastructure Installer (4.2 GB)"

-   Oracle Analytics Server 2026 Windows

Downloads the Java Developers Kit

-   Ctrl+Click on Java Developers Kit

-   Choose Windows Tab and choose the latest java version (E.g Java 17)

 

-   Choose your platform (E.g. Windows) and click on the setup file.

 

 

-   Click on the corresponding link (E.g x64 Installer)

 

 

 

 

 

-   Click on Download jdk…




 

 

 

 

 

 

 

 

 

 

 

 

Sign in using your oracle account. If you don’t it, then create it.

 

-   Download the software

 

Downloads the Fusion Middleware Infrastructure Kit

-   Ctrl+Click on Oracle Fusion Middleware Software Downloads

-   Click on Oracle WebLogic Server Installers (Oracle Technology Network Licence)

-   Click on Fusion Middleware Infrastructure Installer (4.2GB)

 

-   Choose your platform (E.g. Microsoft Windows 64 bits)

 

 


 

 

 

 

 

 

Downloads the Fusion Middleware Infrastructure Kit

 

-   Ctrl+Click on Oracle Analytics Server 2026 Windows

-   Click on Oracle Analytics Server 2026 Windows (Or Linux)

 

-   Choose your platform (E.g. Microsoft Windows 64 bits). You will download OAS Server and OAS Client.



 

Install Software

Install JDK

 

-   Right Click jdk…exe, Run as Administrator

 

 

-   Click Next

 

 

-   Click Change

-   Provide Java destination folder without space and click Ok

 

 

-   Click Next

-    

-   Click Close.

 

 

Install Oracle Fusion Middleware

-   Unzip the OFM file

 

 

-   Go to the Java home and run the command:

 

java -jar \sources\fmw_14.1.2.0.0_infrastructure.jar

 



 

 

-   Click Next

 

-   Click Next

 

-   Set ORACLE HOME to YOURONE

-   Click Next

-   Click Next

 

-   Click Install

 

-

 

-   Click Next

-   Click Finish

 

Install Oracle Analytics Server

-   Unzip the OAS file

 

 

-   Go to the Java home

 



 

 

-   Run the command:

 

java -jar \sources\Oracle_Analytics_Server_2026_Windows.jar

 

-   Click Next

 

-   Click Next

-   Choose your Oracle Home and click Next

You can click View to verify and ensure that you are installing Oracle Analytics Server in the correct Oracle home where Oracle Fusion Middleware is installed.

 

-   Click Next

 

-   Click Install

-   For Microsoft Visual C++, Check to Accept Licence and Click Install

 

 

 

-   Click Next

-   Click Finish

 

Configuration

Starting the Repository Creation Utility (RCU)

-   Set the Java Home and go to Oracle Home\oracle_common\bin



-   Click Next

 

-   Click Next

 

 

-   Choose Oracle Database as Database Type

-   Specify:

-   Hostname

-   Listener Port

-   Service name

-   SYSDBA user and password.

 

 

 

-   Click Next

 

-   Specify a unique prefix, check the components and click Next


- Click Ok

 

-   Specify the password for main and auxiliary users

 

-   Click Next

 

-   Click Ok



-   Click Ok

-   Click Create

-   Close

-   Click Next

 

-   Do not check Oracle Analytics Server box and Click Next

 

 

 

-   Define Weblogic password and click Next

-   Choose Existing schema and specify the connection string, Prefix and password

 

-   Click Next

 

-   Choose Clean Installation option and Click Next

 

-   Make sure that just Oracle Analytics Publicher is shown for the Components being configured and Click Save

 

 

 

-   Provide the configuration file name and Click Save

-   Click Ok



-   Click Configure

-   Click Next

 

-   Click Save and Enter file name and click Save

-   Click Ok

You will discover that you need to download and configure the Remote Console from github.com

 

-   Click Download Weblogic Remote Console

 

-   Download Weblogic Remote Console

 

 

-   Install Weblogic Remote Console. Choose Anyone who uses this computer and click Next

 

 

-   Click Install

-   Click Finish

 

-   Configure Weblogic Remote Console

 

 

Configure the Connection

 

-   Click Create to create a new project

 

-   Click Admin Server Connection Provider

-   Enter New name and connectivity setting for connection provider

-   Click Done

 

-   Click Connect\Activate

 

-   Click or Develop Edit Tree

-   Click Environment

-   Click Servers

 

 

Configure OAS for Enterprise Manager Repository-Based Security

Create required DBMS roles and grant to required EM administrators

-   Connect to your EM repository database

 

 

-   Create base roles

 

create role XMLP_ADMIN;
create role XMLP_DEVELOPER;
create role XMLP_SCHEDULER;

-   Create roles hierarchy

 

grant XMLP_DEVELOPER to XMLP_ADMIN;

-   SYSMAN gets super admin

-   Create base EMBIP roles

Configure OAS for the Database Security Model

-   Login to OAS as weblogic user

-   Click on the Administrator link

In the top right of that OAS user interface, just to the right of the open link, single click on the user icon, in the drop-down menu, click Administration



 

-   Security Configuration

Underneath the Security Center heading, click Security Configuration

-   Enable the local super user

Due to the complexities associated the theses steps and the possibility of accidentally locking yourself out od OAS, it is highly recommended to temporarily enable the local SuperUser. This special account is not designed to be utilized for running or scheduling reports, but only to administer OAS. Proceed with these steps to enable this special account.

o   Click the checkbox to enable Local Superuser

o   Choose the Superuser login and password

-   Configure the OAS Database security model

o    Security Model: Oracle Database

o    Connection String: jdbc:oracle:thin:@worsgbdnaxce60.prod.local:1521\poemrapp.mef.gouv.qc.ca

o    Administrator Username: sysman

o    Administrator password: sysman_password

o    Database Driver: oracle.jdbc.driver.OracleDriver or Leave blank

 

NOTE: The database connection string and credentials are for the EM Repository database, and not for the OAS database.

 

-   Click Apply



-   Notice that a restart of the application is required.

 



 

-   On Weblogic Remote Console, go to Monitoring Tree

-   Click Environment

-   Click Servers

-   Check bi_server1

-   Click Shutdown and the Shutdown Force Now

 

 

 

 

-   Check that the bi server is stopped

Run the command status.cmd from ORACLE_HOME\user_projects\domains\bi\bitools\bin

 

-   Startup OAS

Go to DOMAIN_HOME\bitools\bin and run start.cmd (Windows) or .\start.sh (Linux)

 

 

-   Check the status

-   Login to OAS as sysman user

-   Confirm the correct OAS Group Assignments

 





Configure Required OAS Data Sources

Create the EM repository data source:

-   Set the password for the MGMT_USER which will be used by OAS to connect to the OEM Repository database:

[oracle@oms1 ~]$ $OMS_HOME\bin\emctl config oms -change_view_user_pwd

Enter Repository User’s Password : <SYSMAN Password>
Enter MGMT_VIEW User’s Password : ***

 

 

-   On Weblogic Remote Console, Click on Services

-   Click Data Sources

-   Click New and Provide information for JDBC System Resource

-   Click Create

-   Click Test Configuration

 

-   Log to OAS as sysman or weblogic user, click on Administration and JDBC Connection

-   Click Test Connection

 

-   Click Apply

 



 

-   Grant Required Roles to OAS Datasource



 

Upload Enterprise Manager Defaults Reports to OAS

We will download the default reports from the OEM 13cR5, then upload them to OAS using the GUI console.

The base framework reports are bundled in this file:
$OMS_HOME\sysman\jlib\’Enterprise Manager Cloud Control.xdrz’

The Plugins deployed on your OEM may have also deployed their own reports. For each plugin, the reports are bundled in a file with the same name (‘Enterprise Manager Cloud Control.xdrz’).

Go to $OMS_HOME\plugins\

Each file is located on

oracle.sysman.*.plugin_13.5.1.0.0\metadata\bipublisherreport\emreports\*.xdrz

Your list may vary depending on how many plugins you have deployed.

To ease the process, create the following directory structure on the OMS host, in the “\tmp” directory:

cd L\tmp; md reports; cd reports

Make a subdirectory for the base framework reports, and one for each of the plugin reports (use the plugin abbreviation from the list above, after ‘oracle.sysman.’ on each line)

md base cfw db emas xa

Copy the base EM framework reports bundle, which is located at $OMS_HOME\sysman\jlib\’Enterprise Manager Cloud Control.xdrz’:

cp $OMS_HOME\sysman\jlib\*.xdrz \tmp\reports\base

Copy the plugin reports. Note the list below depends on which plugins you have deployed on your installation of OEM:

cd $OMS_HOME\plugins\
cp oracle.sysman.cfw.oms.plugin_13*\metadata\bipublisherreport\emreports\*.xdrz \tmp\reports\cfw
cp oracle.sysman.db.oms.plugin_13*\metadata\bipublisherreport\emreports\*.xdrz \tmp\reports\db

When done, each folder will contain exactly one file, with the same name “Enterprise Manager Cloud Control.xdrz”.

Copy the reports directory to OAS Server.

 

Upload Oracle Provided Out-of-box Reports to the Standalone OAS

Login to OAS console as a user with OAS Administrator privileges (SYSMAN):

  1. Click on “Catalog”. Make sure “Shared Folders” is highlighted.

 

 

  1. Click on the “Upload Resource” icon just above the navigation bar.



  1. Click “Choose File” and select the reports file to upload. Start with the base framework (under reports/base).

  1. Check “Overwrite Existing file” and click “Upload”.



 

Repeat steps 3 –4  for the other plugins. Ensure you check “Overwrite Existing file” each time.

-   When done, click the “Refresh” icon. You should see the uploaded reports.

Uninstalling Oracle Analytics Server

Oracle recommends that you always use the instructions in this section to remove the software. If you try to remove the software manually, you may encounter problems when you try to reinstall the software again later. Following the procedures in this section ensures that the software is properly removed.

  • Removing Your Database Schemas

Before you remove the Oracle home, Oracle recommends that you run the Repository Creation Utility (RCU) to remove database schemas associated with this domain.

-   Go to ORACLE_HOME\oracle_common\bin

-   set JAVA_HOME=C:\Java\jdk-17.0.19



-   Choose Drop Repository

 

-   select Database type as Oracle Database and provide the other required parameters.

Click Ok

Before clicking on Next, lock all the DEV users account and restart the Database.

Alter user DEV_OPSS account lock;

Alter user DEV_IAU account lock;

Alter user DEV_IAU_APPEND account lock;

Click Ok



Click Ok

Click Drop

Click Close

Follow the instructions in this section to start the Uninstall Wizard and remove the software.

To start the Uninstall Wizard:

-   Change to the following directory:

(Windows) ORACLE_HOME\oui\bin

-   Enter the following command:

(Windows) deinstall.cmd

-   Click Uninstall

 

Click Next

Click Deinstall

Click Next

Click Finish

-   Run deinstall again from ORACLE_HOME\oui and click Next

 

Click Deinstall

Click Next

Click Finish

 

After you uninstall the software, you must manually remove your Oracle home directory and any existing subdirectories that the Uninstall Wizard did not remove.

On Windows, it will be necessary to restart the server.



Removing the Domain and Application Data

After you uninstall the software, you must remove the domain and application data.
